Change to V-LARA for Special Use Airspace (SUA) Bookings

Activation of special use airspace in the EGTT and EGPX FIRs will change from forum NOTAMs to bookings in V-LARA in order to simplify special use airspace bookings. A guide to V-LARA can be found on the docs site. This system automatically interfaces with TopSky to display special use airspace bookings to controllers.
